She was born on February 19, 1940 in San Angelo, TX to Elias Sr. and Soledad Menchaca. She was the second oldest of ten children. Elodia was a 1958 graduate of the original San Angelo Central High and pursued a career in Nursing at the old Shannon Hospital in Labor and Delivery soon after. For the next several decades she helped deliver babies and assisted a multitude of Physicians in Obstetrics and Gynecology. Elodia was passionate about her profession and had the opportunity to work with Dr. Christensen, Dr. Cornelison, Dr. Jennings, and Dr. Mueller where she was loved by all her patients until she retired in 2005.

On July 3, 1964, Elodia married Albert Garza, Sr. and he preceded her in death after 47 years on October 13, 2012. They had four children, Cindy Garza, Lisa Garza, Albert Garza Jr., and Paul Garcia. Elodia and her husband were members of the Pan American Association and La Amistad Club in San Angelo. Together they enjoyed golfing, dancing, going to the casinos, and traveling with family. Best of all, they had the chance to see their family grow several generations. Elodia was very proud mother, grandmother, and great-grandmother. She loved her family. Those that knew Elodia knew that she also loved to shop, and never passed up an opportunity to do so. She was known to have a green thumb and had the ability to revive Ivies while giving them an environment to thrive. She was a devoted Catholic and a woman of faith.

Elodia is preceded in death by her grandparents, Ramona and Reyes Muela; her parents, Elias Sr. and Soledad Menchaca; brother and sister-in-law, Elias Jr. and Peggy Sue Menchaca.
